My partner has talked to an architect who is familiar with changing single family homes to multi-family in the city and he thinks that a petition to change the zoning of the house will fall on deaf ears and we don't have much of a hope for that.Although the 3 tenant rule has been around for a while, it has only really started to be enforced recently.

I see you are an Architect, do you have rehabbing experience as well? 

When architects change the drawings and I don't have time to get pricing from my sub I have my superintendent sign daily slips that track the time and material.

I had toured the entire house with an architect just the month before for modernization planning, and while the house smelled like somebody was living there, it was not bad at all.

Get schedules required from manufactures of equipment as well.You might also consider getting with a mechanical or professional engineer in drafting your maintenance plan and requirements for bids, architects usually do this.
