In a court situation, would email communication suffice for appropriate documentation for daily exchange?

Chances are you won't get anything even if you go to small claims court and win. 

BTW I have been successful petitioning the court however I wouldnt  waste my time doing it again. 

If you end up at a standstill with your auditor, be prepared to take your fight to the next level, called Appeals.

So, in court I would expect you to lose and then court costs get tacked on plus your time to show up to court etc.

So I need to file the Statement of Claim, and have questions about the form and process.Do I complete the form, have it served to the tenant by personal service, then file it with the court?  

We already went to court she agreed on the amount & asked for a payment plan in which she never paid.

Posting notice that you are attempting to contact them (or at least sending certified mail) will at least show that you are making an effort if the tenant would later take you to court over unfulfilled repairs.
