In my mind, going overboard in decorating ONLY makes sense if you don't intend to sell (as is the case you have described)....so you get to enjoy the fruits of your labors (and money spent).

In addition to his list, I would recommend you have someone go around and pick all the low hanging fruit:  caulking (windows, doors, sills, plumbing/electrical/HVAC penetrations, baseboards and trim); weather stripping (doors and operable windows).
