@Tishon Greene so assuming it is a two car garage you'd be adding about 400 sqft it seems unlikely you'd get the full $/ sqft however that doesn't really matter if it is your primary though.

My bet is your lender is telling you there is no up-front cost because the expenses will be added to your loan.
