Advice for underperforming 130 unit Apartment complex

Hello BP friends, I'm in over my head for a new investor. I found myself involved in helping out a property owner with his 130 unit apartment complex. I have identified mostly that his management is a huge part of why it is underperforming. My question is what systems can be implemented to better serve the needs of this complex? 

It is well known among the area that this is a problem area for some drug use and shady people. I have started making some suggestions to this with law enforcement but what else can be done? I appreciate all the advice.

@Dane Tortalita he also needs to get rid of all shady or drug using tenants. This would be a perfect time to renovate these units and raise rents. Which obviously raises his property value and NOI, he wins no matter what happens if he adds more value to his building.
