Thanks you all for your answers, it was helpful. I will try to find some local experts to get their opinion. I will also know more once I see the home and the quality of the addition work.

Hi Guys,

Got a lead recently, and I wanted to have your opinion on certain things. On the tax appraisal district, the house is listed as a 820 ft2 2/1. The seller told me that an addition was done and that the house is now a 1400ft2 3/2. I am assuming that this work was never permitted or made official since it does not appear as such on the tax appraisal website. That explains why that person would not want to list the property using an agent.
I am going to try seeing the house to get an idea of the quality of that addition.

Is there any way to get the addition "approved" and make it official afterward or is it already too late and I should just run away?

@Mark Pedroza I have thought about doing this but the issue is that there are 4 other deceased siblings, all their children will need to be located as well. 

In addition, ever since the owner passed, I am assuming that no payments have been made for the mortgage. So the bank could foreclose anytime soon, right?

@Mark Pedroza thanks for your answer, I got more information after digging in. The owner was never married and never had kids, her sisters filled probate to get the property. The probate case was dropped by the court because there were 4 deceased siblings, and it was required from the living siblings to list all the possible kids from the 4 deceased siblings which they ended up not doing. All the siblings, alive and deceased are scattered over FL, KT and GA. This was in 2015.

I am assuming that the property must be controlled by the bank as there was a mortgage in place but I cannot find any paperwork proving this. How come the owner is still listed as the deceased owner from 2015?

@Account Closed I did go on the county clerk's office website and was able to pull the probate information.

For the second property, it seems like the owner might still be alive but the property has been vacant for more than 5 years so it must be some complex situation as well.

Hey guys,

I found two vacant properties here in Houston. I am trying to locate who is responsible for those properties.
I have two cases, one house where the owner passed away, data on appraisal district website still shows her as the owner. I have searched the clerk county website hoping to find some probate fillings but did not have much luck (maybe not looking the right way). How to locate who is in charge of this property?
The second vacant property has been vacant for more than 5 years, no clue if the owners listed on the appraisal district passed to be honest.

Now the strange part is that the first property had a sticker from "Service Link" which takes care of the lawn and securing the property. The second property is not serviced by Service link but there is definitely people coming and taking care of the lawn. Both properties have been winterized.

Does that mean that both of those properties are bank owned even if I could not find any trace of foreclosure paperwork?

Anyway, I talked to the neighbors (that's how I got most of this info), called service link, called the HOA. Sort of hitting a brick wall at this point as some parties are not allowed to reveal owner's information due to privacy policies. What shall I do ?

I think those numbers are good and I've used similar assumptions. There is just a lot of people out there willing to buy without much cash-flow, either betting on appreciation or having a good full time job income that will pay for capex and other maintenance while the loan gets pay down overtime.
