It really comes down to your investing strategy @Ryan Worley judging from you looking in the midwest you are aiming towards more on the cash-flow side.

Is this correct?

@Steve Hannibal I personally supply stove and frig for all of my units. However I do not supply the washer and dryer. As you stated if tenants in your local area do not have an issue supplying their own appliances then may be best to save your cost by not providing them.

@Zachary Ballouthat rule you stated is subject to the market you are in. In Indianapolis you can achieve the 2% rule with 40k purchase price on a property and rent for 800. Typically you are dealing with B class neighborhoods in this case. 

If you are able to achieve 1% in your market that is good also. A rule of thumb Gary Keller states in his book "The Millionaire Real Estate Investor"

@Rodney SmithI personally do not purchase properties that close to 38th street. As @Deisha Washingtonmentioned up above as you get more north of 46th street you get more into the Lawrence school district versus being in the public school district(which I believe your property is in). I own rentals that are more south of 16th street of Emerson in Little Flower. 

Where the property is you are considering can vary from street to street

Good areas in Indy with appreciation potential are Bates Hendricks, Fountain Square, Saint Claire Place, Irvington those are a couple. 

There's also other neighborhoods that are stable that offer ok appreciation(enough to keep up with inflation) but great on cash flow
