 For a turnkey property you may pay a bit more than 80k, But not much more. This is taking into account being in an area that turns and day to day problems wont eat at your cashflow

 Did they give a reason? Did you confirm with the city that it was actually them that sent the letter? Its unlikely that someone sent it pretending to be the city but if they dont have a good reason its worth a call to the city.

 Get an hml on a value add deal and refi out in a few months. Even if you leave a bit in the deal youll make your money back in a couple years. If youre a contractor, you should be able to get everything at cost or close to and potentially leave nothing in the deal

 Thats a pretty goo price actually. Theres a decent amount of work involved in replacing a flange. Not sure that he had to drill out though lol
