you might also consider asking do you know what youre doing? and how much will you charge?...how to ask first??..you know he's going to lie when you ask. its important that you ask questions like "how would you do this?" "whats the process of doing that" and already know the answers. then you can tell if he does also. a license is virtually meaningless as a measure of ability.(outside of specialized trades ) and even then a test helps. the how much will you charge questions is less a question and more a statement. "well im willing to pay this for the labor on this job" get materials independent of your contractor, even if he picks them up....why?? because using cheaper stuff that he thinks you wont know about increases his bottom line. since his money has nothing to do with materials now, burning you does him no good. lastly, and not least PAY NO MONEY UPFRONT EVER. these guys could be on the other side of the planet by next week, contract or no contract. youre easy to find because he knows where your house is, and you'll sign whatever he wants. Most guys wont balk as long as they know they will be getting paid in predetermined increments, plus he doesnt have to lay out for materials now. .

people ask me what i put in my rental properties, i tell them "really nice cages". that's in inner city Baltimore of course. I would go knock on the door of a rental property you are trying to emulate, and do just that.

this would never happen in one of my houses in Baltimore, I'd have an episode of the wire happening in and around his house 24 hours a day courtesy of some "friends" of mine.

technicalities are different than realities. if shes a good lady that hasn't messed with you and have someone to move in mid-month, give her the half month. if you don't you should keep it. Usually courts will do what's fair then look to the law, unless what's happening is agregious., you should to.
