They are both living there and they're both adults put them both on the lease. Having more than one person accountable for money to you is a far more desirable position.
It sounds to me like you put your head in the sand on the issue. It's your responsibility to ensure your neighbors have peaceful relaxation of their home and you failed to do this. You are the owner of this property and it's your responsibility to the community at large to make it a peaceful environment. Your neighbor has every right to complain directly to you. It doesn't seem to bother you at all that your tenant has loud parties and a constantly barking dog. I would be on my tenant so fast it would make your head spin. If I was your neighbor I would be knocking on your door
You may regret giving up that security deposit when the time comes that you evict for nonpayment of rent. You have to keep in mind at all times that this is a business that you're running. It has nothing to do with emotion or heart. A deal is a deal, why put yourself in a compromising position.

Water is a landlord's biggest enemy. The sump pump is not an expensive piece of equipment to have in comparison to flood and the potential problems water in your building will bring you. This falls in the Pennywise pound foolish category. Spend a few dollars now to save a lot of dollars later on down the road.

It was very clear that you used a pet deposit to make required upgrades. That is the same thing as stealing someone's money in my opinion. You gave lots of excuses for your negative post, but no real answers. It's my suggestion to you is to do little soul-searching. Maybe being a landlord is not for you.

Don't do it! A glowing recommendation from a former landlord could easily be his desire to unburden himself of this tenant. People will say anything to get an apartment when they are desperate. Be very careful.
Don't do it! I can only imagine what they will do when they have the apartment under their control. My thoughts are if they cannot afford to deposit and the first and last months rent in full they are not good candidates at all. Do not compromise on money ever it puts you in a weaker position.
