HI, I think you are taking some risk here, like Bryan said, at this moment you may be able to ask for deep discount if the landlord do not what to deal with the issue and you are willing to. About the home inspection expect the worst that person is probably a trouble maker, talk to a real estate attorney depending on the state not all eviction are banned. Mainly government subsidies tenants are protected but not 100% sure. Attorney is a grate investment and it is tax deductible. Good luck.

Congrat Mrs. Jones, go on NASHI.ORG you will find good qualified inspectors in your area, also there is ASHI. Be careful in Georgia there is NO state licensing or regulation on home inspectors, this mean any body can claim to be an inspector. it should be between 200 to 400 depending on the size, age, and other factors.

You need a Septic contractor to do a proper inspection, they will need to pump it empty to inspect inside, now before that you can pull the lid and check for the level of scum and clear water, there should be no more than 1/2 scum in the bottom and no more than 1/3 at the top. This can be done with a long stick (more than 6 feet, tank should be no more than 4 feet deep) attached a rag or towel to the bottom all the way to about half way and insert it until you hit the end. It is nasty sometimes. 

Also look for went areas near the tank and greener grass on the drain field, if it is very close to the tank location than you might have a leak. 

Also how old is the tank, it should be no more than 40 or 50 years. Concrete tanks do corrode and crack and metal ones are no good.

To pump it out might be around $200 I am not sure in your area but it is near that.

Nice Mr. Mike McCarthy, that is a very good comment, I am a HI in FL I do it part time because I have another job that is very flexible. I did it because I like working on houses doing rehabbing and helping others friends,  I know a few General Contractors and as an inspector keeps me on the loop with news, codes and so on. InterNASHI is very goo and you do not have to be a fully license inspector to be a member and have a certification. Now in the state of Georgia you are not required to have a HI license, this means anyone can be a home inspector so your fees will be undercut by others. But yes you can learn a lot. Hi, a inspector looks for deficiencies observed, regardless you are buying for investments or personal use, the inspection should be the same. We do our best to discover hidden surprises that might no be visible but sometimes you just can open a wall to take a look inside. It might be different if they just do a quick walk trough, I did't think about that and will be interesting to structure. 

Most home inspectors in FL are pretty good since the are required to have a license, look an Nashi.org or ASHI this are the biggest association in the nation for home inspectors also check out FABI it is the Florida Inspector Association. What part of Miami are you buying? I am in Ft Lauderdale area.
