Hi @David 

Is there a value-add opportunity that will allow you to raise rents based on changing something (upgrading interiors, etc.)?  If this is in the WDC metro area, that rents sounds low.  So if this is a Class C or worse, you may want to consider a higher vacancy/collection cost.  I would not recommend going into a deal with negative cash flow upfront, and the chance that things will get worse, and usually not better.  It would be better to find an asset with a margin of safety on the positive side.

@Hugo Luna. Since real estate trends are local, and CA has experienced higher highs and steeper drops than most...and since it is high now... I would not buy any asset that doesn't cash flow immediately.  Many great comments above from @Tom Cafarella, @Wes Blackwell and others.

I second @Wes Blackwell's advice completely.  I made a lot of profits flipping homes for a decade.  And finally started trying to build real wealth through buying and holding.  I recommend value add multi family.
