Cleveland will definitely fit your criteria and possibly St. Louis MO (I am not an expert on MO, but based on my limited knowledge). Most of Texas I don't think it would be possible, but I am not an expert in Texas also.

I've just finished reading David Greene's Remote Investing book.

I am very surprised this post had such few responses. So have you made your first out of state investment and if so how did it go?

The level of rehab and type of work definitely matters as far as what referral is best to do the work.

 You definitely want to create a team in the area you want to invest, and generally and good real estate agent and a good property manager is the best place to start. They both have access to deals.

I like what David Greene said on a recent podcast, that both types of investments, low and high cost should be pursued for different reasons and strategies. If for not other reasons than diversification and portfolio growth.
