I would say for your budget either Detroit, MI, Cleveland, Oh or Upstate New York. 

MY top pick would be Detroit MI though. Returns are solid and the city is growing so you can expect a continuous rise in property value. 

I think with the right expectations and understanding of potential risks - it could be a very solid market to grow a portfolio.

Strongly recommend using rentec. I am sure some people on here might not like them as much. But works for us and easy to use.

It's a great market to invest in. I would strongly recommend diving in. Just look at how much Troy, NY changed over the years. 

I would recommend looking at the whole capital district/region. It's still a good place in NY to get solid returns.

top places to invest in my opinion at the moment for cash flow and/or appreciation are either: Detroit, MI, Cleveland, Oh, Upstate NY, or in the florida market. 

Ultimately it comes down to what you are trying to accomplish. However, I am going to agree with Eliott on this one. As an out of country investor, you are probably going to want to go down the route of buying a property that will give you the least amount of headaches. 

All my out of country investments (in France, Dubai, etc) are long term buy and holds that I purchased with turnkey companies.

We've been having a lot of success in terms of investing in Palm Bay, Ft Lauderdale and Orlando Florida. 

However, if you are looking for a place to just use as an Airbnb when you are not there, I would pick Brickell from the list you provided (thinking from the perspective of you utilizing it for your personal use).

Another good note to keep in mind - I truly believe it's a good time to invest in downtown Miami. I do not believe the area has appreciated to its full potential yet. I see property values continuing to rise in the future.

Have you ever considered investing out of state? 

My pick for where to invest would be Detroit Michigan hands down. 

Our company is in four different states currently, with the most success being in Detroit. 

The property prices are still very affordable and the returns on investment are very strong. 

Yes, there is risks and drawbacks investing in the city - but I believe as long as you understand them and how the city works, you could find great success there.
