Out of the three markets - I would put a vote in for Cleveland, Ohio. 

However, I have also had a lot of success in the Detroit, MI marketplace. Have you looked into Detroit yet?

Have you also looked into the city of Detroit, MI ? 

As long as you truly do your due diligence and truly understand all the pros and cons of Detroit - I think it could be a city worth looking at for " a property below 100k with decent cash flow".

If you can start local - start local.

But if the numbers don't make sense in your local market, then perhaps it's worth while checking out other markets.

I would strongly look into investing in the midwest 

specifically in Detroit MI or cleveland oh

Where did you find the fsbo? 

Generally from my experience, if a fsbo is listed online (on Zillow for example) , their contact info should be provided. 

I am going to put my vote in for the following cities

Detroit Michigan , and Cleveland Ohio
