NY state has been tough for years, it's worse now due to the state legislative accomplishments and (likely) future plans in this arena. I do know that Charlotte has definitely grown in price quite a bit due to the huge influx of people to the region. I imagine there are a few areas there, but I am not sure if you will find great investment returns.

It's harder to find deals these days. For my money, I like Kentucky and Tennessee. I was in Virginia until a few weeks ago (sold our multi-family). Even that's getting tougher with a tax and inventory situation.
