I'm not entirely sure how to answer this, but hopefully it helps to say that to my knowledge you should not include CapEx costs in the 50% rule because they are not "operating expenses", while repairs/maintenance ARE operating expenses and should be included.

Michael, look for ways to mitigate the risk factors you're feeling and, as the great Tony Robbins would say, begin taking massive action towards your goals. Don't let your limited mindset stop you from taking action to achieve what you want. 

That said, investing isn't for everyone and it isn't the "perfect path" - Goodluck!

Welcome Darius, be sure to check your local laws regarding the legality of wholesaling, it's always seemed like a murky gray area to me.

I think it's already been said but the legal fees are likely the inflection point here, but if it allows you to "get started", then big picture wise I'd say go for it.

If I was an investor, my biggest question would be about the exit strategy. The assumption in my mind is it's a long term play, right? Are we talking about vacant farmland or is eat being leased and cash flowing?

This type of stuff always scares me, only because it's unknown territory for me. The environmental piece sounds like a nightmare to me, but that's good for those with the knowledge because it's opportunity/high barrier to entry.
