Need more info. What type of commercial property, what's your ideas/goals for this property?

I don't believe it's an actual requirement to even have the light. When I did section 8 and had similar issues, we would buy a $15 floor lamp from Walmart and have installed prior to section 8 inspection.

I am sorry the issues you are having. First, it seems weird and possibly illegal for people at the county level to threaten to remove a state licensed contractors license and threaten it over 6k. 

honestly I would take 1k from the possible 6k in question and hire a lawyer. Let them deal with it, while you look for your next deal. You have no liability in this issue.

Those numbers are pretty tight. I think you might end up leaving quite a bit of money on the table. Bought for 145 and appraised for 150...cutting it close
