Depends how the home was given to him. Single 250k and married 500k as long as he lived in it for 2 years. 
Just curious where is he looking in NJ?

Definitely, a frustrating experiencee, howeverr, I tell my client's be patient.  A bad deal will cost you so much more and stress. I say look for old expires, foreclosures, evictions, & probates.

Not familiar with this consultant an attorney. My opinion if the state owns them I am assuming you would have to get them from the state but would definitely be curious to know the outcome?

Congratulations in making a plan to move forward with investing. A few thoughts I have.

1. Where are you looking for your investment property & price point?
2. What are your rentals in the town you live in and will you be positive cash flow? 
3. Does the 15k include, down payment, closing cost, rehab and extra cash to cover rent in case you don't find a tenant right way? 
4. Last speak to a few different lenders to see what you qualify for this will give you an idea on what areas and how much of investment property you can purchase?  

Example in North Jersey: 

I can find a property in Paterson for 150k+ D areas will have to rehab too

I can find a property in Garfield, Lodi, C area for 315k+ will need rehab too. 

Don't hold me to these numbers, but rough figures and I understand you may find a needle in haystack.

@Shimon I do not specific towns what I would recommend is looking for a service that offers this information, you would have to Google this.
