For sure you can. What part of lease did they violate? Signing a lease between you and your tenant means both of you need to respect its terms. Otherwise this paper is of no use.

I don’t think renters pay much attention to it. It may help to better protect your property, though. Anyway, it all depends on how you put it down in a lease with your tenants.

I've used Tellus for my rental property. My tenants pay me the rent through the app with no other fee and I can also track rent toll and other financial reports from the app too. It's mobile friendly so I can use it just from my phone. So convenient when you manage everything from my phone!

It is not recommended to turn off the water. Turning off the water may seem to remediate your tenants, but it will also put a burden on your property. After all, your property will not be closed forever. It 's recommended that after paying the money, I will apply to the court and ask them to withdraw the rent. This kind of thing is really upsetting and hopes to get a good solution. Next time you really have to think about how your tenants be chosen from. 

@Lia Lopez This does not seem to be a good solution. They can reject your application for renewal and there's no reason. I suggest your talk to them and reiterate your situation. I hope they can understand you and help you solve the problem. 

@Katherine Langevin I don't know if you have talked to her, This is your property and you should defend your rights. 

@Landon King Maybe Tellus is your better choice. When you hand over the house on Tellus, you don't have to worry about it too much and it will automatically send reminder to your tenants for rent payment and also provides the rent roll. Save me a lot of time!

@Ben Freiman I don’t think ask your tenants to pay for water etc is acceptable for your tenants. If you stand at their side, you will think it is unacceptable. But that’s my own opinions, you should negotiate with your tenants about it and put it down in the lease.

I use Tellus from my phone. All kind of good features to make landlords life easier.
