One more to try.  Most counties in Georgia also have a county qpublic assessor site as well. Some charge, some dont.  This GIS version is free for Gwinnett.

So has this happened to you again? or anyone else since? I strongly support local law enforcement, and if I lived in your town, I would be happy this happened.  Look at it this way - when I lived in a very affluent area for many years, the local law enforcement had plenty of dangerous situations happen all the time, and they protected the public and did their job.  Because it was a nicer, more affluent area there was much less crime, and many times, we as citizens had to worry far more about traffic tickets as opposed to getting robbed at gunpoint, or my car our home broken into. I left my doors unlocked about 90% of the time and felt safe always.  I would be happy to a certain extent, that the local police had this much time to focus on something like a mail scam in my area. 

There is always another perspective.  Think about it!

You can keep deposit plus 60 days of rent in most cases for Georgia.  If he or you gets someone on there sooner then you can only charge for actual amount of loss but also still full deposit would be owner's as well.

You should talk with Halperin and Lyman in Atlanta. They are great for investors.  Or ask the Transactional lender who they use to close.  In Georgia you pay the attorney, and the funds from their account pay for the property in each transaction.  If you are still searching for Transactional funding check out @James Melton.  He is the super pro of Atlanta.

Contractor might be right if you also need to do a bunch of work to the home. My guess is the place needs all kinds of renovation, and with Atlanta/County inspectors the real answer will come from them?  Temp electric to complete the work doesnt always require a permit, but give them a call.  It really depends on where you are located in the metro-Atl area.  What does @Todd Whiddon know about this?

It took me only 10 yellow letters hand written and 3 call backs, then one offer to get a deal. @Doug Pretorius has some really great advice here.  The house is not really what matters by any means.  It could be a house that is completely fine and needs no repairs, or it could be a 2 bedroom shotgun house that needs $50k in repairs.  The focus as a real estate investor should be on the numbers and the seller's motivation.  The house could be horrible, and you could have tremendous upside if you go in and renovate, or wholesale to a flipper, but if the seller doesn't care about moving or doesnt have a "problem" that needs solving, it is unlikely you will get an accepted offer.  OR - You need to do some more digging with seller's pain points and like Doug said, come up with solutions.

Hey Brenda Atkinson I can't believe we've never met and you lived right down the road with the same name! :) Welcome to BP. Get connected with more folks on here and find some of the local BP Meetups that Azeez K. puts together that usually get advertised here under the networking Tab. There is also a great Atlanta and GA REIA that can help you find deals and get plugged in. As far as your rental is concerned the cash flow sounds promising and there are plenty more out here around the Atlanta Metro area. Whether you are buying and holding or flipping the market is heading the right direction. Strike while the iron is hot they say!
