What term are you looking for the 8% return. I am assuming you are aware that is a low rate for private money. Are you planning to collateralize it with a 1st on the property/project?

We are looking to obtain a HELOC against a property we own free and clear. We have discovered that a short sale in the last 3 years can be an immediate decline for some lenders. We need a lender who can lend to borrowers with above 700 credit scores WITH a short sale 2.8 years ago. Does anyone know of any?

Consider, NOT using Cap Rate. As investors, our cash is usually the determining factor as to when we can take on the next project. We always look at Cash on Cash, especially if you are 'assembling' a cash-flow portfolio. Make sure you remain focused on your 'end game' as a total make-up of your portfolio.
