It almost certainly is insulated glass (double pane). It could have been caused by anything.  If you have a glass company replace it, it should be about $225.00 - $250.00.

@Eli M. "...I just want to make sure he does the job right."  Will reading one book really allow you to do that?  That seems unfair to the person you've hired. Just because something is in a book, doesn't mean it's right. Plus, there are often several acceptable ways of doing things 

I'm not saying don't try to educate yourself; just be mindful of the above.

If you have neither the time nor inclination to do the work yourself, then you have little choice but to hire someone. But Nancy's point is very well taken: there is something to be said for and much to be gained by doing some or all of the work yourself. That's how you learn the business and become connected with the properties. 

As for rates, it really depends on your region and market.

@Jason Cobb  Why was your insurance claim denied?  Did a plumber install the fitting?  If so, what about their insurance?

If you can prove they are the cause, I'd say yes. 

If you can't, I'd say: document everything from this point forward so that if it happens again, you will be able to prove it.
