@Stanley E. - I am still searching...

I'm not licensed to practice law in Colorado, but the other posts are correct. Federal law will not allow you to charge a pet deposit for a service animal. Be very careful with this issue, as you do not want to fun afoul of the Federal Fair Housing Act.  I would recommend contacting a local real estate attorney for guidance.

@Landon Dauphinais - Yes, many tax deed properties are sold at auction, but there are also quite a few left over after the auction.  The Commissioner of State Lands is often willing to negotiate on those properties.  You can search them online, here:

Here in Arkansas, you would probably have to use the unlawful detainer process to evict the occupants of your newly acquired property.  Quiet title and eviction are two separate processes. A quiet title action is often used to gain clear title.  Here you can ask the judge to evict the occupants as part of your quiet title action - but you would not necessarily have to proceed with the quiet title action to evict.  Hope this helps.

Your tenants should be able to get renters insurance in place prior to having a signed lease. I would not hand over the keys until they have met all of your requirements.

Arkansas is very landlord friendly.  Might be a good place to start looking.
