Its all about your finances Kyle, if you can truely afford to buy, its the better route to invest in yourself then toss money away on rent each month.  By truely afford, meaning if your scrapping every last cent together to purchase, you might want to save a little longer.

Gavin and Aaron hit it on the head, especially in NY, the company you hire is an attorney, build a good relationship with one and makes your life much easier.

Every flip / situation is different.  What I do is step back and just look, most times the issues will stand out clearly to you and if they do, they will also to perspective buyers.  Our repairs evolve all the time as the job progresses and I do the same thing. 

Odds are if you originally felt it needed the washer / dryer, then it did.  Trust your gut and inital feelings, once you start to over analyze it, you can drive yourself crazy second guessing.

Word of advice from life long Buffalo resident,  be VERY careful, on the whole, quite a bit of the falls is still a war zone.  It is starting to change but slowly at this point.

Galvanized pipes rot from the inside out so usually by the time you spot a leak or problem, it becomes a big one.  Replace easily accessible lines asap,  buried stuff as needed or if doing major remodel.
