I want to load GIS data from my county website in to a program to show proposed develop along county lines. What program would you recommend? 

AutoCAD, AutoDesk, Planner5D, SketchUp, Cedro, FloorPlanner, HomePlanner. Another program?

I don't need a program to take me over the finish line with entitlements. I want something decent for initial mock-ups, pencil tests, and funding prior to securing an Architecture & Engineering firm.

The development will have a whole budget for the entire project. The land will be treated as owner equity in the development. Develop the entire project budget and find out how much the land cost (your only equity if you don't bring other cash to the table) will be.

Alexander, be sure to look into zoning. Many municipalities will limit the number of ADU's and even if the ADU is site built, modular, or manufactured.
