I am looking at building a house on a spare lot we own. Can you all confirm the process order and anything I am missing?

1. Decide on a floorplan 
2. Receive construction loan quotes
3. Receive soft appraisal
4. Sign Build Contract
5. Take out construction loan
6. Site Survey, Site Plan
7. Construction to occur
8. Certificate of occupancy
9. Final appraisal
10. Mortgage quotes
11. Close on cash out refinance
12. Rent out via Property Management

 Ben, It CAN be easy (straight-forward) to change zoning from A to B. Couple things to check into: 

Is there other multi family near your lot, or only SFH's?
Does the city have a master zoning map and does multi directly conflict that?

Here in AZ we have a number of parcels change zoning. Here an application is submitted to City Planning and Zoning. There are multiple publicly advertised hearings and then the P&Z Commission votes.

Cities don't like tiny homes. I've seen countless projects emerge with enthusiasm, only to be destroyed in the permitting process.

I'm building prefabs in Cottonwood and it's a nightmare.

You want to get land at the county level–and if possible in Coconico, not Yavapai. They're much more anti-development here.

 @Martin D. Not too long ago, Cottonwood added (more) friendly Tiny home ordnances to its' books. I'd love to hear about your prefabs.

I'm in Cottonwood as well and have looked at local zoning requirements for this. Best bet would be some county land. 

Lenders (either banks or private money) finance RV parks and with articulation, tiny house camps are similar.
