I've found there are times when banks are reluctant to finance a particular asset class, because they already have what they consider enough exposure to that area.  I don't know if that's the case for you, but it's a potential puzzle piece for you.  Best wishes.

I suspect given the relatively cheap and plentiful supply of coal easily transported to the powerplants in this region, that we're quite a ways from large scale solar electricity generation in this area.

There isn’t a good answer to this without more information about the investor’s free time available to manage/improve property, current inventory of skills and abilities, risk tolerance, end goal, and time horizon.  

The highest and best use can be very different, based on the factors above, and where the investor falls in those areas.

Deal #1 seems a no-brainier, given what you've laid out.  Living in a duplex while someone else pays your mortgage is a great way to test out being a landlord, with somewhat limited risk.  Deal number 2 I'd need more information about.  I share Bob's reservation about commercial property in the areas he mentioned, but it might be worthwhile on a case by case basis. 

Edit: I see its in Newport, which is better than Covington.
