@Raphael Thomas re-write your letters and tap into the seller's emotions. If you can't make a connection or resonate with them, they are going to throw away whatever you're sending. Continue tweaking, adjust, split testing until you find something that works.

And, as the others stated, be patient. Be consistent. Continue mailing to them 5, 6, 7 times where your competition sends one piece of mail and never follows up.

In that case, I'd recommend you start attending local REIAs if you have not done that already. I imagine there would be quite a few in Pittsburgh. Go to meetup.com and search for them. Here in Charlotte we have various groups that have meetups most nights of the week. Find ones where other wholesalers are active and you should be able to pretty quickly find someone interested in doing JVs with you. Find someone that has opposing skillsets to you. For instance, if you have a lot of free time to drive for dollars and call FSBO, find a JV that is a numbers guy (or gal) that can run the numbers on all the leads you are scouting. Split it 50/50.
