Houston is probably it.  Big port access... Very international, a lot of warehouse have been bought, city can use it, tons of smart human capital low cost of living, very close to Austin tech hub which is former hq for whole foods... Let's do this!

My opinion to what id do... Put the money in pcq it's a Muni bonds fund that pays monthly distribution like rent and is tax free since it's Muni.  Then tell them to patiently find a good investment.  If they have non mortgage debt tell them pay that off first

how long has the lien been on the property? there is a statue of limitations in California i think 6 months.  once a mechanic lien was slapped on my property for work that i paid in full, but my contractor didnt pay the supplier so the supplier got cute and tried to jam me up which is absolutely their right.  one letter from my lawyer and he removed the lien immediately.
