REO's in my area seem to be priced pretty fairly as well, Sales price usually are for what was asked if not more , But I would definitely get a new agent !

I know Realty Executives is pretty large they have offices in the US, Thailand, Singapore, Africa, Canada, and the Middle East.

I know many investors who try this strategy and it doesn't work out for them , the key I think is to get a place that is in decant condition and try to make the place "livable" I know a guy here in Kansas City that buys properties and sells them owner finance over a period of 7-10 years (micro mortgages) but he makes the places halfway decant and screens the potential home owners very well , many investors attempt to buy places here and I watch the properties sit and eventually get sold at the tax sale or go back to land trust.

Here in Kansas City the waiting list to get a Section 8 voucher / Public Housing unit is 3 years, it’s definitely not an overnight process, while they do grant emergency vouchers under certain provisions, ex: displacements, death, etc, another good place to market properties to find Section 8 tenants is www.socialserve.com , I usually take flyers downtown to the Housing Authority (Section 8 office) and that actually has been most effective.

Steve is right it is illegal to charge a tenant an amount different than what is stated in what they call the "HAP" contract, another thing is the Housing Authority will not disclose to you the amount they will pay to the landlord for your specific property until towards the end of the process, it goes something like this

1.) Show potential tenant property
2.) Tennant gives you there voucher
3.) Fill out voucher and return voucher , tax receipts , warranty deed, etc to Housing Authority
4.) Wait for Housing Authority to call you (Sometimes I have waited 2 ½ weeks sometimes they will call you within a couple days varies depending on what office you are dealing with)
5.) Someone will call you after they have determined how much they will pay for the voucher you are having them process each agency will have maximum amounts that they will pay based on bedrooms, but the amount paid will vary from person to person based on affordability , location , etc
6.) If you agree to the amount they will usually set a inspection date
7.) Inspection takes place
8.) HAP contracts is sent out for signature assuming the homes passes inspection .

Two things to keep in mind,

1.) Between steps 3 and 4 there is some kind of a waiting period its very frustrating to request for say $800 in rent and have them adjust it down to say $700 a lot of time you are already two weeks in the process though .

2.) You are paid from the inspection date on out even if the tenant doesn’t move in right away.
