Each apartment is split for electric, gas, and central air in both apartments.

I did not get to Uruguay but did get close stopping in Buenos Aires and we had a factory in Porto Alegre, BR. 

Anyone have someone in this area that Isn't pulling prices out of thin air?

There is more to consider than the average person may understand....especially in Florida where the greatest part of the load on an AC system may actually be humidity (water vapor must be condensed out of the air before the air can be cooled below the dew point).For what it's worth...David J Dachtera

A real dehu will cost $00.02 - 00.04, run more efficiently, remove micro-contaminants from the air (hepa filter), and have the strength to shuffle around ALL the air in the basement through the filter. 

I recently retired from the Air Force after 20+ years and I am now pursuing a dream of mine that I had since I was 16 and that is real estate.  

The remaining rooms should have the door open to get heat- cool air.
