If it's TOO much money to finish and you can use any of those options sell the building or a loss instead of throwing good money after bad.I believe that every circumstance we get into has to ways of looking at it...the question is can you see the positive in this and use that education to find the next deal that might be a home run...if I wasn't in Chicago I'd love to come out and see the project...light filtering UV rays sounds interesting.
