Usually our best and longest term tenants partake.Many different factors involved but unfortunately in my experience I've seen alcohol and excessive sugar/fast food consumption (obesity related health challenges) negatively alter more lives than weed.   

That is actually walking with empathy, not simply talking about it.These things really speak to our society as a whole and I often wonder...is the person holding out their hand for a quarter or a morsel of food or the one outside of Home Depot looking for a daily wage for a hard day's work an annoyance/bothersome/distracting/intrusive too?

Perhaps a list of things we like / dislike would help too.LOVE: healthy food, long walks, sunshine, laying by a quiet poolside reading.

It's a great foundation for one to get, control of debt, control of food choices. 

The Landlord told me under no circumstances does he want that particular ethnic food cooked in the unit.

That sounds like an expensive solution to a problem that should be mitigated through other means (like freeze preparations, or regular property maintenance including putting food dye in the toilet to check for leaks and replacing the flapper, etc.).If you worried about flooding or leaks under cabinets and toilets, I suggest you use Lead Detectors (https://www.amazon.com/Zircon-Leak-Alert-Home-Pack...) - I use them in my house and rentals.And maybe you should involve the tenants somehow - if water utility is included, maybe you can cover up to a normal amount (and ask them to keep an eye on leaky toilets), and make them responsible for amounts beyond normal use.And lock the shared faucets.

Why not tell grocery stores they have to provide free food as well?

Personally, I like to have a team to be able to run deals by. you can create one. food for thought.

To add to my earlier post, when we rent a house somewhere and hire food and cleaning services, we split the cost evenly.
