That makes me feel good because I have already started to feel that in my gut...thinking if I can buy in an area that I feel will get appreciation in value and rent, I can start off at a break even-ish and feel good about the future.

It seems like you been having pain with this decision for close to 15 years.Life is too short to hold on to things that hurt you.Sell it.You will feel much better once you no longer have to make those HOA / mortgage payment on this property.
