The pricing you are throwing out there doesn't sound insane to me.....but I'd force the city to get involved if you can get some evidence pointing in their direction.Maybe check out the Chicago 311 app, which has been helpful for some issues.  

Some common names you'll see thrown around a lot: Stessa, Apartments.com, RentRedi, TenantCloud, Innago, RentManager, Avail, Rentec Direct, Doorloop, etc.I recommend you search for each of those apps online and see what they offer, how much they charge, etc.

Cash App/Zelle 

Great for automating the communication between apps.

If someone is really interested have them fill-out the app there if they can, and give you the Security deposit now (refundable if they don't pass the Mustard test).
