To maximize your cash out at 70-75%, for a home that has a $1M ARV, I would want to see it rent for at least $10K a month (or even more since CA had high taxes). 

I would recommend fixing up the unit you are in and then each unit that opens up to maximize your equity!

It is comfortable to just sit on this property and be basically cash neutral but enjoy the property appreciation. 

The more comfortable you are talking to sellers the better off you will be.
