I want to buy a lot in the outside areas of the city and flip it, I do know that I might have to wait a couple of months or 3 to be able to profit from it since its a very wide area and there are not many homes being built there.

A lot of the properties in Allegheny County haven't sold in decades so a lot of times they are assessed at what they sold for last.One of those taxing bodies has to appeal the tax assessment to get the property taxes raised, abesnt of a whole county wide re assessment on every property.
