The point isn't to complain but to make this larger point--no one would chide a grocery store for going out of business if laws practically made it legal for customers to get thousands of dollars of free food a month.

Owner of the building will be moving their liquor store to that new location and the other store front will be rented as well as the 4 apartments.   

Does it keep more information stored like maitaiance, docs, ect.

However, the amount of water that comes in is really not that bad and if it's cleaned up appropriately, it doesn't really cause any issues because most of the basement is dry and we know not to store anything that can't get wet in those specific spots.Looking for advice!

@Keiran MordeaMy understanding of broken priority is limited, but I was recently taught by Southwestern Title that if you buy land, you must have a construction loan lined up before anything happens on the land, including storing materials or digging a well.
