People have been asking this for years now, and based on that I would take a wild guess that the market there is oversaturated and over-regulated.... 

In this last year, their communication with me has become almost silent. 

You can't stop this tenant from leaving.

I am sending contractors to give me an idea of what it would take, but wondering if someone on bg has already done it and has advice in this regard.
