Many times HCAD will be misleading as those numbers are meant for the district to tax you on and owner can get that appraised number down for tax purposes.

There are also some areas that pay taxes (due to school districts) in two counties (i.e. 

I am not too sure what the future developments are like shopping, business districts,VA hospital, school etc.

This can be plaintiff or defendant in business disputes (partnership breakups), consumer DTPA claims, breach of contract, specific performance, probate (title issues), adverse possession/trespass to try title (quiet title actions for breaks in the chain of title), or suit for declaratory judgement (interpreting a contract or boundary).I am admitted to all TX state courts, and the Federal District Court for the Southern District of Texas. 

The county has different rental districts or areas of the county (from my understanding) that have a set lower assessed value. 

You can of course improve this general rule of thumb by:1) putting more money down to lower your monthly payment2) buying down your rate to lower your monthly payment3) get a cheaper insurance quote to lower your monthly payment4) use a different product with a lower rate for a lower monthly payment like a 5/1 ARM FHA5) if you're in a historic district you can apply for property tax exemptions which lower property tax and thereby lower your monthly payment like in Orange, Ca they have a Mills Act which reduces the property tax to about 1/10th of the surrounding properties.

Home is located in the best school district in Louisiana and would go quick, whether I sell or rent. 

I am in the market for a multi family property in class B or C neighborhoods in good school districts.

Here is a bit of a long, but crazy story of what lead me here...After the birth of our first son, my wife and I started looking for a house in a good school district (not too many in Los Angeles).
