Usually, the red tape associated with these projects would drive developers to greener pastures, but today, private developments and spec building aren't as green ($$) as they used to be.In Wisconsin, these seem to going on everywhere, and some are quite large, with OO's clogging city council meetings to complain.Is this happening everywhere?
