I would say talk with the tenant in a calm manner explaining you are the new owner/landlord and would like for him to clean up the backyard because you are trying to maintain a clean/safe environment for the neighborhood.

I would carry my Sig P220 on those days but soon realized that didn't protect the ladies in my office when I was out running errands so we stopped taking it.

Regardless, I don't personally believe you need to relocate, nor do I know why you would, short of not appreciating all 4 seasons, or having a strange affinity for natural disasters (hurricanes, tornadoes, earthquakes, droughts) that increase your carry costs.Narrow down your niche, and then find the market.
