Roof first if it is near the end of its useful life.Siding I would also look at for weatherproofing (wind driven rain could also rot your building).Once it is water tight, I would start on any code issues (see inspector mention), then maybe on to kitchen. 

I would not buy & hold there, but check the data for yourself.

Census for long term macro trends, county data for regional/specific granularity.

He does have data, data data you can get from public records, but its very convenient to get quickly in one space and set up well.

In the situation of @Jeff Bethke, if his home is worth 192k, then $1,495 is a slam dunk, but based solely on the data he provided, I am guessing the home is probably worth more like 150 to 160k.
