It was sitting empty after the town built a new school and the seller bought it and rehabbed in mid 90's with all new electrical, HVAC, plumbing and sewage lines.

If everything is to his satisfaction, he will "close out" the permit, essentially indicating that the local building authority is satisfied with the completed job.Normally, permits are needed for any foundation/structural work, electrical/plumbing/HVAC work, and in many jurisdictions you need permits for other things as well -- decks, roofs, siding, etc.

Home Depot even sells bathroom vent kits that are flexible, they wouldn't sell it if it were against code here.I think that Inspector is confused with Water Heater and Furnace Venting which is suppose to be solid.I just searched the whole 2010 CA Plumbing code book and I see nothing about bathroom vent needing to be solid..https://law.resource.org/pub/us/code/bsc.ca.gov/gov.ca.bsc.2010.05.pdf

So far with lots of hard work and some luck we have had good results. lol it has taken many late nights of searching for deals, painting, plumbing and tiling, but we really enjoy working together and seeing the finished product.

I gutted an older 'model' home for my daughter.I forgot :):) to get permits & the Building Inspector showed up& immediately started to ***** about all the code violations.I reminded him that other than exposing it I hadn't yet started on the wiring, plumbing not to mention the gas line hookups & the 'illegal' (his words) furnace exhaust.The short cuts taken were amazing esp in the wiring.

out of the 7 houses I purchased in the past 16 mo all but one was missing the AC unit and that one was missing the line set and several pieces of copper pipe inside. if you can fix the plumbing yourself its not that expensive. and if you use Pex they wont come back a steal it a second time!

I don't know the code where you are from, but I have never heard of a separate breaker box within the same building/tenancy.Electricity and plumbing are really two trades you should know something about before playing with, seriously.
