In theory, if I claim 100% of the cost basis as the price we paid for the apartment, the IRS could make the argument that there has just got to be SOME land underneath that apartment somewhere, and therefore I must have some part of it.

I ran into an issue, trying to find a company for "Ground soil treatment" before pouring concrete ....so far I was not lucky with regular fumigation companies from craigslist, they don't do give the certificate needed  for the inspector, any leads?

Use that time to get all the info you can about the spicket, local/recent rules, meters, talked to a contractor or two for opinions, get the layout of property lines and what lies underneath who's property.

Also, you can get epoxy based grout stain/sealer to match the original color if you have badly soiled grout.In my opinion if the kitchen and bathrooms look cheap the buyer will assume that the rest of the house was done cheaply as well.
