Is this enough or would anyone recommend additional tests, such as a soil test? 

I have moved forward with having the soil tested in prep for replacing the entire system, but Im just wondering if anyone has any other suggestions or scenarios they could offer for my situation.

In theory, if I claim 100% of the cost basis as the price we paid for the apartment, the IRS could make the argument that there has just got to be SOME land underneath that apartment somewhere, and therefore I must have some part of it.

Durning that big rain storm in December the water rose from underneath the cement floor and started to flood the boiler.

If sub flooring is soiled, it would also be a good idea to replace the sheets in those areas.

I believe builder (cityviewbuilders) mentioned something about having to add some footers underneath and laser leveling the entire thing etc.

I ran into an issue, trying to find a company for "Ground soil treatment" before pouring concrete ....so far I was not lucky with regular fumigation companies from craigslist, they don't do give the certificate needed  for the inspector, any leads?

Use that time to get all the info you can about the spicket, local/recent rules, meters, talked to a contractor or two for opinions, get the layout of property lines and what lies underneath who's property. 

Also, you can get epoxy based grout stain/sealer to match the original color if you have badly soiled grout.In my opinion if the kitchen and bathrooms look cheap the buyer will assume that the rest of the house was done cheaply as well.  

The problem is major cracks and distortions in the line from soil settlement over the years.
