The biggest hold up is the vinyl siding being installed in the cold winter here in Chicago.

I have cold called a few local TX banks, found a few lenders listed here on BP, and researched online sites etc.. 

With these historically cold temperatures in the eastern part of the US, I'm curious to hear if there are any additional things to look for when dealing with vacant properties (with no utilities on) regarding damage?

Once you've analyzed 100+ deals you'll know your market cold and you'll be able to recognize a screaming deal when it hits the market. 

Otherwise, if this isn't an option, I would have the same concern as you regarding the chance for frozen pipes, not to mention the inconvenience of having to go to a cold garage to do the laundry.

Now for the second thing , here is the bad news , its too cold outside so it is on emergency heat , expect a high electric bill , its running on all electric .  

I am interested in adding some sections to my business and one of those is to include cold calling.

Anytime you can have a electric Garage door opener in our cold-weather especially with the temperatures we have now.

I'm finally making the move from cold Canada to the US (specifically Little Rock, AK) this summer, and I'm in the process of looking for some investment properties in the area.
