Baby its Cold outside

I just got a call from a tenant , they say they cant get the house over 65 degrees . It was 8 degrees this morning .  House is on a heat pump . So I go over and everything is working  as it should , the heat pump is on emergency heat and blowing warm air . So I look at the tstat , its a programable one . They have the heat set to drop to 60 at night .   So I explain to them 2 things , first leave it at the temp you want ALL the time , it takes time to warm things back up , it is easier to maintain than go up and down.  

Now for the second thing , here is the bad news , its too cold outside so it is on emergency heat , expect a high electric bill , its running on all electric .  They wanted to know how much more ?     

All I could tell them is to prepare for double of last month if they are lucky .
