They don't settle with me because they don't know any better, they settle because the law is very clear about harassing people on the do not call list. 

Over the past few months, our tenant has been harassed by a stranger in the area (stalking, climbing onto her balcony, trying to get into her car while she's in it).

Two weeks later I start getting harassing calls from synchrony bank.

One - Adobe Carpet Cleaning - was fined $1 million for making harassing calls.
