If you have a private lender (HML or private) that can lend on the project, sure, get a letter from them indicating their commitment to the project.  

The buyer will be more committed if they sign the contract first.

You're right in what you're saying, but the feedback we have gotten from the Government about the long term commitment it has towards Fort Bragg has been fantastic.

(The listing agent or a wholesaler is committed more strongly to you buying THEIR deal).
